Security of ships and port facilities in the Mediterranean area
This activity aims to improve the implementation of the mandatory SOLAS maritime security requirements together with a progressive alignment of the beneficiaries’ national performances to the European Union standard39 by focusing on two main pillars of the maritime security process.
The first pillar is the political awareness. This topic will be dealt with by the EC and is not within the direct remit of the SafeMed Project.
The second pillar is the knowledge of the maritime security domain by administrations’ personnel in connection with their capability to perform the assigned tasks. There is a tight relation between the level of knowledge and the capability of the management and the performances of an organization. Efficiency of an organization is proportionate, inter alia, to the level of knowledge and capability of the management, although the results are connected with the amount of the resources as well.
Task 6.1 Workshops to promote regulatory and technical reforms
Three high-level workshops will be organised during the course of the project to boost expertise and organizational capability to implement properly obligations under relevant IMO rules.
Task 6.2 Assessment of the training capacity
The aim of this task is to promote, through an assessment of the actual training capacity of the beneficiaries, an autonomous training capability in each beneficiary to be realised in the medium-term period and to professionalize the staff of the training centres concerned.
Task 6.3 Training programme for maritime security personnel
The aim of this task is twofold. On the one hand upgrading/updating the awareness, knowledge and proficiency of the maritime security management and Designated Authority and on the other hand to enhance the beneficiaries’ capabilities to effectively control their own flagged ships, ports/port facilities and on foreign ships.
Task 6.4 Monitoring of the Recognised Security Organisations (RSOs)
REMPEC will establish a report on the delegation of responsibilities by the maritime security administration and on the control mechanisms set up within these administrations to monitor the activities of the RSOs.
Task 6.5 Establishing/ strengthening maritime security in port area and for Non- SOLAS ships.
This task supplements Task 6.2, focusing on domestic passenger ferries and ports where the entire area has been considered a single port facility.
