The European Union (EU) financed MEDA regional project “Euromed cooperation on maritime safety and prevention of pollution from ships – SAFEMED” is being implemented by the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC) in ten Euromed Mediterranean partners, namely Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian Authority, Syria, Tunisia and Turkey. 

 

The overall objectives of the SAFEMED Project are:

-          to procure a sustainable improvement in the protection of Mediterranean waters against the risks of accidents at sea and marine pollution; and

-          to further reduce the capacity gap between the application of international regulatory framework and the EU legislative framework in order to ensure a coherent, effective and uniform implementation of international conventions and rules for maritime safety and security and the prevention of pollution from ships in both the Mediterranean area and the European Union.

 

The first phase of the project, namely SAFEMED I, was implemented between 2006 and 2008. As a follow-up to the SAFEMED I, the second phase of the project, namely SAFEMED II, which is also intended to build upon the results obtained from SAFEMED I, is now being implemented between 2009 and 2011.

 

The SAFEMED II Project is divided into seven major activities each of which are sub-divided into Tasks.  A number of Tasks are also sub-divided into sub-tasks. A summary of the Technical Annex may be downloaded here: www.safemed-project.org

 

In order to implement these Activities/Tasks, the Project provides for the recruitment of short-term experts, including lecturers, who will be contracted by REMPEC in its capacity of Implementing Body of the Project. The short-term experts will work under the co-ordination of the SAFEMED Project Officers and will provide consultancy and training services, as required. If necessary, they will travel to the Mediterranean partners and other destinations. Their work will be carried out at various locations, as required, and at REMPEC’s offices, when necessary.

 

REMPEC will select and contract short-term experts as required according to the Activities/Tasks in the SAFEMED II Project’s Technical Annex. Not all Activities/Tasks will require short-term expertise. The following table provides an indication of those tasks for which short-term expertise is envisaged:

 

Task 2.2

Monitoring of flag performance and improved monitoring of Classification societies

 

Organizing a 2 day seminar covering the recognition and monitoring of recognized organizations by the beneficiaries' National Maritime Administrations.

Recruitment of lecturers is envisaged.

Task 2.3

Assistance for the preparation of the VIMSAS

 

This task aims at providing technical assistance to those beneficiaries which so request to assist them in the preparations for the Voluntary IMO Member States Audit Scheme (VIMSAS).

Recruitment of one short-term expert is envisaged.

Task 2.8

Promotion of the ratification of the ILO Maritime Labour Convention (MLC)

 

This task aims at promoting the ratification of the new ILO Maritime Labour Convention through the organization of a 2 day seminar.

Recruitment of lecturers is envisaged.

Task 2.9

Recommendations for accident investigations

 

This task aims to organize a 2-day seminar on maritime investigation.

Recruitment of lecturers is envisaged.

Task 3.2

Updating available information and additional fact-finding on PSC activities

 

This task aims to update the information provided by the MED MoU on PSC diagnosis made in 2005.

Recruitment of one short-term expert is envisaged.

Task 3.3

Establishment of required profile of MED PSC inspectors (basic and expected qualification)

 

This task aims to establish a temporary minimum profile (qualifications) for the PSC inspectors of the MED MoU on PSC.

Recruitment of one short-term expert is envisaged.

Task 3.4

Update of the MED manual on PSC procedures

 

This task aims to prepare a draft for a revised manual of PSC procedures intending to improve the detection of substandard ships.

Recruitment of one short-term expert is envisaged.

Task 3.6

Development of a training programme on PSC procedures for MED PSC inspectors and training of PSC inspectors

 

This task aims at organizing two training programmes: a three days training seminar and a one week national training course.

Recruitment of lecturers is envisaged.

Task 3.7

Upgrading of the MED MoU PSC info Centre and possible connection with EU PSC database

 

This task aims to identify the possible needs (personnel/equipment) to upgrade the MED MoU Info Centre in order to allow it to exchange data.

Recruitment of one short-term expert is envisaged.

Task 4.1

Assessment of the feasibility of further developing GMDSS coastal stations, AIS base stations or national networks and new VTS installations and/or maritime reporting systems and preparation of the relevant terms of reference for potential calls for tenders.

 

This task is aimed at paving the way for the deployment of GMDSS and/or AIS shore based infrastructure in coastal areas lacking such elements and VTS installations or maritime reporting systems where maritime traffic conditions and risks justify it.

Recruitment of one short-term expert is envisaged.

Task 4.2

Assessment of the feasibility and preparedness of SAFEMED beneficiaries to potentially link with SafeSeaNet and/or AIS Regional Network and preparation of the relevant terms of reference for potential calls for tenders.

 

This Task will be combined with Task 4.1 above.

Recruitment of one short-term expert is envisaged.

Task 4.3

Reviewing of existing or reporting of  newly established traffic measures to IMO

 

Support to the beneficiaries, which so request, to review existing traffic measures, when appropriate, and/ or to assist in the implementation of new measures by providing technical assistance.

Recruitment of one short-term expert is envisaged, if necessary.

Task 4.4

Equipment procurement for traffic monitoring/ port control stations, alerting posts and AIS base stations

 

Procuring/purchasing and delivering in operation a set of equipment as well as software applications for basic communication infrastructure for port control stations, AIS base stations, basic communication and connecting to the AIS Regional network.

Recruitment of one short-term expert is envisaged.

Task 5.1

Coherent and effective implementation of the MARPOL Annexes, in particular I,II and III

 

This task is divided into three sub-tasks: the preparation of an inventory in the beneficiaries of the legal measures implementing MARPOL Annex I regulations 20 and 21; the provision of technical assistance by a MARPOL Annex I expert to those beneficiaries which so request; and organisation of a four-day workshop on the implementation of MARPOL Annexes II and III.

Task 5.2

Assistance in the ratification and implementation of MARPOL Annex VI

 

A two-day workshop will be organised in order to raise awareness amongst the beneficiaries and to assist them in the preparatory work for the ratification and implementation of this important Annex of MARPOL.

Task 5.3

Promotion of an adequate network of places of refuge in the Mediterranean

 

Under this task an overview of the national measures (legislation, guidelines.) taken by all Mediterranean coastal States related to the provision of places of refuge will be established and the availability of sensitivity mapping within beneficiaries will be assessed.

Task 5.4

Implementation of the AFS Convention

 

A two-day workshop bringing together inspectors/surveyors of the beneficiaries and representatives of EU Member States involved in AFS survey and inspections will be organised.

Task 6.1

Workshops to promote regulatory and technical reforms

 

Three high-level workshops will be organised during the course of the project to boost expertise and organizational capability to implement properly obligations under relevant IMO Conventions.

Task 6.2

Assessment of the training capacity

 

To promote, through an assessment of the actual training capacity of the beneficiaries, an autonomous training capability in each beneficiary to be realised in the medium-term period and to professionalize the staff of the training centres concerned.

Task 6.3

Training programme for maritime security personnel

 

The aim of this task is twofold. Upgrading/updating the awareness, knowledge and proficiency of the maritime security management and Designated Authority; and to enhance the beneficiaries’ capabilities to effectively control their own flagged ships, ports/port facilities and foreign ships.

Task 6.4

Monitoring of the Recognised Security Organisations (RSOs)

 

REMPEC will establish a report on the delegation of responsibilities by the maritime security administration and on the control mechanisms set up within these administrations to monitor the activities of the RSOs.

Short-Term Experts' General Profile:

-          Must be a citizen of one of the European Union Member States or a country covered by the Treaties or one of the SAFEMED beneficiaries;

-          Be independent and free from conflicts of interest in the assigned responsibilities;

-          Be in possession of an advanced academic degree, or equivalent, in the specific field for which the expert is contracted;

-          Have at least 10 years of relevant professional experience in the field for which the expert is contracted. (Being an ex-employee of a European Maritime Administration will be considered an asset);

-          Have good knowledge of international (UN and IMO) and European Union regulations on maritime transport, in particular those related to the specific field for which the expert is contracted;

-          Be literate in information and communication technologies;

-          Be proficient in either English or French, with a fair command of the other. (Knowledge of other Mediterranean languages will be considered an asset);

-          Have experience of work in a multicultural environment;
